Indonesian bank KUR financing for MSMEs

Overview

In September 2026, Indonesian banks began implementing various Kredit Usaha Rakyat (KUR) schemes to support Micro, Small, and Medium Enterprises (MSMEs). Bank Central Asia (BCA) launched its 2026 program, offering loans between Rp100 million and Rp500 million with interest rates starting at 6 percent and tenors of one to five years. Following this, Bank Syariah Indonesia (BSI), Bank Rakyat Indonesia (BRI), Bank Negara Indonesia (BNI), and Bank Mandiri provided subsidized financing. BRI and BNI offered ceilings of approximately Rp100 million with 6 percent effective annual interest rates, while Bank Mandiri facilitated programs with ceilings of Rp50 million.

By early October 2026, Deputy Minister of MSMEs Helvi Yuni Moraza reported that KUR distribution reached Rp243.3 trillion, benefiting 3.77 million MSMEs. Approximately Rp159 trillion (66 percent) of these funds were allocated to the production sector, meeting the government's 65 percent target. Regional activity remained significant: in Central Java, distribution reached Rp42.8 trillion across 760,477 debtors, while in South Kalimantan, distribution stood at Rp3.8 trillion for 61,251 debtors. The Deputy Minister expressed a goal to reach Rp5 trillion in KUR distribution in South Kalimantan by the end of 2026.

New data from BRI indicates that between January and August 2026, the bank distributed Rp144.59 trillion in KUR to 2.76 million debtors. Of this, 68.38 percent (Rp98.86 trillion) was directed toward productive sectors, with the largest portion (42.79 percent) allocated to agriculture, hunting, and forestry.

Parallel to bank-led initiatives, the Baznas Microfinance Desa (BMD) program has been providing capital and training to local entrepreneurs using zakat funds to foster economic independence.
