Iranian urban public transit adjustments

Overview

As the new school year approaches in Iran, various cities have implemented measures to manage public transportation costs and urban traffic. In Dezful, officials defended transport rate structures, citing the need to balance family economic needs with driver profitability. In Shiraz, authorities moved to standardize metro and bus fares at 5,000 Tomans to support livelihoods and encourage transit use. Following these adjustments, major cities like Tabriz and Tehran approved extensions of free public transit services. Tabriz implemented one month of free metro and Bus Rapid Transit (BRT) services, while Tehran extended free services through the end of October to assist students and manage congestion during the academic reopening. To address an expected 30 percent increase in traffic during the school reopening, Tehran Traffic Police announced that metro services will begin earlier, shifting from 5:30 AM to 4:30 AM. Authorities noted that educational trips account for approximately 10 percent of annual travel. To further manage the seasonal surge, optional remote work has been approved for one day per week between October 1 and October 8. During this window, the 20-day quota for free entry into traffic and air pollution reduction zones will not apply. Officials stated that the budget deficit caused by free metro services may be offset by fuel savings from reduced private vehicle usage. Regarding specialized school transport, the registration deadline for services via the Sepand system has been extended to September 22. Masoud Kazemi, CEO of the Urban Passenger Transport Union of Iran, reported that approximately 225,000 students have registered to date. To maintain safety and oversight, 1,150 transportation companies have been verified by municipalities. Kazemi noted that using any platform other than the official Sepand system is a violation of regulations.
