Italy nuclear power revival – mid‑2030s drive

Entities: Parliament of Italy · European Union · Gilberto Pichetto Fratin · Italy · Giorgia Meloni

Overview

In late May 2026 Italy’s government reopened the nuclear debate, targeting small modular reactors (SMRs) for operation by 2033‑34 and a possible referendum in 2028‑29. By early July the Meloni cabinet placed nuclear at the centre of its energy strategy, citing the need for baseload power to meet decarbonisation goals and supply roughly 100 TWh of extra electricity by the mid‑2040s.

On 14 July Environment Minister Gilberto Pichetto Fratin reported that the parliamentary decree on sustainable nuclear had cleared the Chamber, was pending Senate approval, and could be adopted before the summer break with implementation measures ready by year‑end. He outlined a technology roadmap moving from factory‑built SMRs to advanced modular reactors, fourth‑generation units capable of burning waste, and a long‑term fusion vision after 2050. The same day Calabria President Roberto Occhiuto welcomed the decree but called for a zonal pricing scheme so the South can retain renewable cost savings.

Parallel initiatives include AI‑focused data‑centre projects such as Energy Vault’s 100‑MW “Digital Vault Sulcis” campus in Sardinia and a push in Puglia to create a Mediterranean AI hub, generating continuous power demand that SMRs could meet.

On 28 July the government prepared legislation to create a legal framework for next‑generation nuclear technologies. The draft, expected to be approved by Parliament within a week, would give the cabinet twelve months to issue implementing decrees on reactor licensing, safety standards, waste management and site selection. Pichetto said the aim is to create conditions for future installation decisions. The legislation is framed as essential for energy security and climate targets amid a projected 30 % rise in electricity demand and heightened geopolitical tensions. Polls show a generational split: younger Italians are more supportive, while older voters recall Chernobyl and the 1987 referendum that halted Italy’s reactors.
