Japan bear-human conflict expands, park closures

Entities: Kumapp · Bear (Ursus spp.) · BearBell · Tohoku region · Tsuruoka Police Department

Overview

The July 15 intrusion by a large Asiatic black bear into a rural couple’s kitchen in Shizukuishi, Iwate, sparked a series of containment actions, including box traps, electric fences and a farmer‑made mustard deterrent. Police later culled a bear on July 16 and began DNA testing to confirm its identity. Miyagi Prefecture extended its warning through July 17, urging residents to avoid solitary travel and to use bells or radios. On July 17 bears were sighted near Shōgunō Middle School in Akita City and on roads in Yamaguchi Prefecture, prompting safety alerts and heightened patrols. The pattern of sightings continued in Akita, where a resident reported a one‑metre bear on July 22. Police restricted access to Yurihonjo’s Honjō Park, closed the pool and adjacent ballfield, and planned a box trap inside the park. This was the second park closure in the prefecture this year. Authorities in Yamagata and Toyama have resorted to emergency firearm hunting. In late July, police in Tsuruoka City, Yamagata, briefed municipal officials on the emergency‑firearm hunting protocol after a surge in sightings, including a city‑area bear shot on June 3. In Tateyama, Toyama, a 1.4‑metre, 105‑kg male bear that entered a former livestock‑boiler facilities was killed with three shots, marking the second such shooting in the town this year and the third in the prefecture. On July 13, startup BearBell launched Kumapp, a free iOS and Android app that provides real‑time bear‑sighting alerts for Hokkaido and six Tohoku prefectures. Within a day the app recorded over 1,400 reports, amassed more than 20,000 downloads and generated over one million social‑media impressions, aiming to shorten the traditional three‑day lag in official warnings.
