Japan ramps mineral, security as China curbs rare‑earths

By early June 2026 Prime Minister Sanae Takaichi secured major UK‑Japan and Italy partnerships, and at the G7 pushed a joint rare‑earth stock‑piling plan. A proof‑of‑concept seabed mining project was launched on 29 June, and the India‑Japan summit in early July added a ¥10 trillion roadmap for critical minerals, AI and clean‑energy. Mid‑July saw Japan deepen cooperation with Indian eastern states on defence, AI, semiconductors and mineral security.

On 20 July China announced a complete halt to exports of several rare‑earth metals to Japan, extending export controls first introduced in 2025 after Takaichi’s Taiwan comments. The curbs left Japan’s magnet and high‑tech sectors warning of production slowdowns and underscored Beijing’s use of mineral dominance as a diplomatic lever.

Four days later, on 24 July, Japan retrieved about 50 tonnes of deep‑sea sediment from a 6 000‑metre drill off Minamitorishima. Analysis showed roughly 54 % of the material comprised medium‑ and heavy‑weight rare‑earth elements such as yttrium, gadolinium, dysprosium and neodymium, with no significant radioactive or toxic contaminants. Prime Minister Fumio Kōchi highlighted the strategic importance of these elements for semiconductors, EV motors and defence.

The government announced a month‑long large‑scale mining trial to begin in February 2027, planning to dredge up to 350 tonnes of seabed mud per day and to test extraction, refining and smelting processes. A feasibility report is due by March 2028, and estimates suggest the Minamitorishima area could contain up to 16 million tonnes of rare‑earth deposits, one of the world’s largest known reserves. These steps reinforce Japan’s accelerating push to secure alternative supplies while managing heightened geopolitical tension with China.
