By late August, the government approved an ordinance for the October 1 fee changes. The previous flat ¥6,000 fee for residency procedures will be replaced by a tiered structure: for example, a one-year extension will cost ¥33,000, while a five-year extension or longer will cost ¥75,000. While online applications will receive slight discounts, permanent residency applications must still be filed in person. Justice Minister Hiroshi Hiraguchi stated these adjustments aim to align fees with administrative costs to ensure an “orderly society coexisting with foreign nationals.” These shifts occur as Japan faces a demographic crisis; foreign workers reached a record 2.57 million by late 2024, significantly contributing to labor force growth in manufacturing, services, and construction.
