Mexican military response and political fallout from storms

Overview

The Mexican military has initiated large-scale relief and rescue operations in response to tropical storms Polo and Rachel. In late September, the Secretariat of National Defense deployed nearly 5,000 personnel under Plan DN-III-E to assist affected regions. In Sonora, military, air force, and National Guard members focused on clearing debris, performing drainage operations, and managing 32 active shelters. In Michoacán, personnel were deployed to monitor rivers and roads to prevent risks to local communities. By mid-October, operations expanded to include aerial rescues in Ensenada, Baja California. Following isolation caused by tropical storm Rachel, helicopters were used to rescue 32 people, including 13 minors and three dogs, from the isolated Rancho Génesis.

As of October 22, the death toll from Tropical Storm Rachel in Ensenada has reached ten following the discovery of 24-year-old Rosalinda Olivera Almazán near the Magaña bridge. The flooding, caused by the El Pípila and Oaxaca streams, swept away homes in the Maneadero area. Infrastructure damage is extensive, with over 3 million square meters of roads affected and approximately 1,500 homes damaged in Ensenada and San Quintín.

Political pressure has intensified as officials demand accountability. In Ensenada, Morena councilman Iván Salas Palma has demanded the resignation of Municipal Civil Protection Coordinator Julio César Obregón Angulo, alleging a lack of formal warnings and preventive measures. Additionally, the Green Ecological Party of Mexico (PVEM) has called for a technical report to evaluate damage from coastal erosion and Cold Front No. 2, noting that approximately 1,438 families have been affected in several communities. The PVEM emphasized that any relocation plans must be supported by rigorous technical data and include solutions for housing, health, and education.
