Montenegro border management and infrastructure reforms

Overview

Montenegro is implementing infrastructure and administrative reforms to improve border management and regional connectivity. In Podgorica, a new border police facility has opened in Zagorič. Funded by the European Union and the International Organization for Migration, the nearly three-million-euro facility serves as the headquarters for the Border Police Sector and will house a future National Coordination Centre. European Commission President Ursula von der Leyen described the center as a “milestone for Montenegro’s European future,” noting its role in preparing the country to manage EU external borders and join the Schengen Area.

Parallel efforts focus on the digitalization of transport and law enforcement. State Secretary Božidar Savović highlighted the success of the joint border station at Bijelo Polje with Serbia, which utilizes the “one-stop shop” principle to reduce passenger train delays by approximately 30 minutes and freight procedures by up to 60 minutes. To further manage tourist traffic, the Ministry is working toward unifying controls at road crossings with Albania and Bosnia and Herzegovina, including preparing documentation for a new joint crossing between Šćepan Polje and Hum.

In law enforcement, Montenegro is strengthening international cooperation to combat organized crime. Following an official visit to Germany, the Montenegrin Police Administration and the German Federal Police Presidium signed a Joint Declaration of Intent to implement the “@rtus-Montenegro” digital case management system. Additionally, the Customs Administration is prioritizing accelerated digitalization and modern information systems to increase efficiency, protect borders, and facilitate foreign trade in alignment with European standards.
