TCP terminal workers strike and dispute resolved
Overview
The labor dispute at Terminal Cuenca del Plata (TCP) has reached a formal conclusion following the signing of a five-year collective agreement between the operator and the Sindicato Único Portuario y Ramas Afines (Supra). This agreement ends a period of prolonged instability at the Port of Montevideo that had previously caused significant operational disruptions.
The deal, which includes peace clauses to ensure operational continuity, provides wage adjustments for 197 workers. Specifically, workers receiving 20 monthly daily wages will see an increase to 21 starting January 1, 2027. The agreement also incorporates an extraordinary payment of approximately $38,000 for workers and includes a scheduled evaluation in October 2027 to determine if the rate will rise to 22 daily wages.
Government officials, including Minister of Labor Juan Castillo and Presidential Secretary Alejandro Sánchez, have welcomed the resolution. However, the prolonged industrial action caused significant economic damage and impacted Uruguay’s international image. The conflict also exposed internal divisions within the government and the Frente Amplio regarding the declaration of mandatory minimum services.
