Overview
The financial and institutional crisis at the Faculty of Philosophy in Niš has intensified, with staff facing prolonged unpaid salaries. In addition to financial pressures, faculty members have reported institutional interference from the Ministry of Science regarding the reaccreditation of scientific research. Staff claim the Ministry is demanding a new application process despite a pending two-year review and recent Administrative Court rulings that suspended certain organizational changes. The dispute remains centered on the government’s mandate to establish a separate ‘Faculty of Serbian Studies’ by extracting the History, Serbian Studies, and Russian Language and Literature departments.
As the salary freeze reached 64 days, faculty leadership filed a criminal complaint against the Minister of Education, Dejan Vuk Stanković, for abuse of official duty, citing a “wall of silence” regarding withheld appropriations. The faculty also filed a lawsuit with the Administrative Court following a reduction in funded employees from 250 to 211.
In response to the hardship, the Center for Critical Education (CKO) and other organizations launched a solidarity campaign, raising over 1.5 million dinars to provide small payments to staff. On October 20, the Ministry of Education announced that budget funds had been secured for salaries, stating that the delay was due to the need to finalize the number of employees transferring to the new Faculty of Serbian Studies. The Ministry denied allegations that the funding delay was a form of “revenge and terror.”
