U.S. Treasury Secretary Scott Bessent, White House science adviser Michael Kratsios, and the Trump administration have weighed possible executive actions, underscoring a philosophical split in Silicon Valley between proponents of open‑source AI to drive cloud and chip demand and advocates of closed, proprietary systems concerned with safety and IP risks.
