Overview

In July 2026 former Labor Minister Jorge Villasante and Sutep secretary Lucio Castro alleged that the Ministry of Labor held retroactively recorded meetings with the National Federation of Education Workers (FENATE), describing the talks as “almost clandestine” and suggesting the union was a front for the Movadef movement linked to Sendero Luminoso.

By early August, lawyer Moisés Callasaca warned that the government’s proposed 120‑day labor reform would reshape the public sector to favor Fujimorist allies, potentially cutting public‑sector jobs and altering merit‑based hiring rules such as the Law Servir. He argued the reform was a political maneuver rather than an efficiency measure.

On 5 August, Callasaca reiterated these concerns, emphasizing that the executive’s request for legislative powers on labor matters would deepen already lax hiring practices and further politicize appointments.

The following day, Labor Minister Juan Sheput defended the idea of cutting President Keiko Fujimori’s salary, saying any reduction must be technically evaluated because it could affect the entire public‑sector pay scale and the government’s ability to attract qualified professionals. He argued austerity should target unnecessary spending, not top officials’ wages, and denied supporting the controversial Ley Pulpín, reiterating his opposition to a law he says creates precarious youth employment and favors large firms.
