Technical requirements specify a ventilation system capable of maintaining air quality for at least 48 hours, a monitoring system, and five evacuation exits, including a backup tunnel designed to bypass predicted debris zones. To ensure functionality, the ground level around the basement will be raised by approximately 0.90 meters.

However, the expansion of these responsibilities has met with administrative concerns. The Association of Rural Communes of the Republic of Poland (ZGWRP) has expressed support for organizing civil defense but warns that a draft regulation from the Ministry of Interior and Administration imposes “significant new organizational, evidentiary, and documentation duties” without providing necessary funding. Local officials are calling for clear financing rules and the digitalization of procedures to reduce paperwork.
