Overview

Political tension in Acatlán de Osorio, Puebla, has escalated as the Puebla Congress evaluates a request from the local Cabildo to revoke the mandate of Mayor Guadalupe Lucero Bárcenas. The conflict, which began in June, has included sit-ins and an ongoing audit by the State Auditor's Office (ASE) following allegations of irregularities.

On September 6, the Puebla State Congress scheduled a formal hearing for September 10. Julio Miguel Huerta Gómez, president of the Commission of Governance and Constitutional Points, stated that Mayor Bárcenas, the regidores, and the syndic would each be allotted 30 minutes to present evidence. The Commission is currently analyzing documentation from the ASE and the Ministry of the Interior to determine whether to revoke the mandate or form a Municipal Council.

By September 9, Mayor Bárcenas, the municipal trustee, and seven council members submitted their resignations, leaving only one councilman, Jesús Reyes Ramírez, in office. Despite these resignations, local authorities and legislative leaders clarified that legal investigations by the ASE and the State Attorney General's Office (FGE) regarding municipal threats and requested audits will continue.

Furthermore, the Puebla legislature is addressing allegations regarding potential links between municipal officials and the criminal group ‘Los Rojos’. Pável Gaspar, president of the legislature, stated that the Congress will not yield to pressure to dissolve the council prematurely and will use the upcoming hearings to determine if members are unfit for office due to criminal affiliations. The resignations must still be formally voted on by the local Congress following the scheduled hearing.
