Ghulam Mustafa Mughal called for a peaceful turnout and warned that disruptions would be prosecuted. Security arrangements included approximately 18 560 police and security personnel and 2 100 Pakistan Army troops, with a public holiday declared for the division.

The banned Joint Awami Action Committee (JAAC) continued its boycott, which sparked violent clashes leaving around 30 dead. The Supreme Court ruled that the 12 refugee‑reserved seats are constitutionally protected and cannot be abolished. India’s Ministry of External Affairs reiterated its claim that the region is illegally occupied by Pakistan and criticised the elections, adding an international dimension to the domestic contest between the Pakistan Peoples Party and Pakistan Muslim League‑N.
