Romania border control modernization and traffic monitoring

Overview

In early July 2026, Romania intensified border enforcement, imposing fines and hosting a Frontex delegation. The same month, the Border Police announced the Smart Adapt digital system, aligned with the EU Entry/Exit System and ETIAS, funded largely by EU non‑repayable assistance. The system was launched on 29 July under Law no. 300/2022 with a 550,000-lei budget. On 31 July, a two-year tactical training programme for approximately 300 officers was approved, with 75% of its 2.193 million lei budget provided by the EU.

By early August, authorities were managing increasing traffic volumes. In a 24-hour period ending 5 August, border police processed roughly 101,100 persons and 18,500 vehicles. Using the eDAC electronic system, officers performed nearly 15,000 checks, detecting 97 illegal acts and imposing 15,900 lei in fines.

Traffic continued to rise, with over 122,600 people and 21,100 vehicles transiting external borders in a 24-hour period ending 8 August. During this interval, officials processed 62,763 individuals and 10,261 vehicles on the entry side. Authorities conducted over 17,700 eDAC checks, identifying 99 illegal acts and issuing fines totaling 92,307 lei. Total entries of Ukrainian citizens under special regulations reached over 15.5 million since February 2022. These operations occur as internal Schengen checks with Hungary and Bulgaria are set to end on 1 January 2025, though random checks remain possible within 30 km of the border.
