Romanian road infrastructure procurement and construction
Overview
The Romanian National Company for Road Infrastructure Administration (CNAIR) continues to manage several infrastructure projects involving European funding. In the Suceava–Siret Expressway project, a Court of Appeal annulled the awarding of the first two lots, valued at 3.72 billion lei, ordering CNAIR to re-evaluate bids from Concelex, Construcții Erbașu, and the Far Foundation association. This legal reversal affects approximately 43 kilometers of the 55.7-kilometer expressway intended to connect Suceava to the Ukrainian border.
Significant progress is reported on the A1 motorway. In the Margina–Holdea sector, physical progress has reached approximately 70-80%. On the Sibiu–Pitești motorway, Section 4 (Tigveni to Curtea de Argeș) is nearing completion, with roadworks finished. The 1.35-kilometer Momaia tunnel, the first bored tunnel on a Romanian motorway, is undergoing testing of its safety and monitoring systems. This infrastructure includes over 2,500 monitoring points, such as intelligent cameras and sensors, managed by a dedicated center in Curtea de Argeș. While the contractual deadline is February 2027, authorities suggest traffic could potentially open by the end of 2026, pending successful technical tests and reception stages.
Work is also advancing on the A13 Sibiu–Făgăraș motorway. On Section 3, the Turkish contractor Makyol has begun installing the final metal segment of a 164-meter arch bridge over the Ghirloțelul Sec tributary, which is at 72% physical completion. Overall progress for Section 3 is reported at 52.23%, with progress across all four sections of the A13 ranging from 28% to 53%.
The A0 motorway is nearing completion, with 13 kilometers of the A0 Nord motorway scheduled to open around October 20, 2026. Additionally, the A7 motorway is advancing, with nearly 50 kilometers between Bacău and Pașcani potentially opening by the end of 2026.
