Russia-Africa Summit and GECF Forum preparations

Overview

Russia is preparing for several upcoming international summits, including the third Russia-Africa Summit, the Russia-Africa Economic and Humanitarian Forum, and the Gas Exporting Countries Forum (GECF). The 8th GECF Summit is set for October 25–27, focusing on energy security and supporting African nations in combating energy poverty. This is to be followed by the third Russia-Africa Summit on October 28–29 in Moscow at the Gostiny Dvor.

The summit aims to facilitate dialogue between political leaders, business executives, and youth leaders regarding security, energy, education, and digital solutions. Participants will evaluate the effectiveness of Russia’s African policy since the 2019 Sochi summit and assess the 181-point Russia-Africa Partnership Forum Action Plan. The event is expected to result in a new Russia-Africa Action Plan for 2027–2029, covering sectors such as mining, agriculture, and infrastructure.

Delegations from over 30 African nations are expected, with 48 African countries having confirmed participation. Malian Transitional President Assimi Goïta departed Bamako on October 25 accompanied by high-ranking officials to discuss security, defense, and economic development. Zimbabwean President Emmerson Mnangagwa has arrived in Moscow to attend in his capacity as the chairperson of the Common Market for Eastern and Southern Africa (COMESA). Ghanaian President Mahama has also arrived in Moscow, indicating an intention to use the summit to advocate for a ceasefire in the Russia-Ukraine war.

In addition to security and trade, discussions will cover food security, artificial intelligence, and peaceful nuclear energy. The plenary session is expected to be co-chaired by President Putin and African Union chairperson Évariste Ndayishimiye. The summit is expected to result in the adoption of the Declaration of the 3rd Russia-Africa Summit and a declaration regarding the peaceful use of artificial intelligence. Mozambican President Daniel Chapo is also participating, seeking to expand economic and commercial relations, particularly in energy and agriculture.
