Saudi Arabia energy and mining sector developments

Overview

Saudi Arabia is positioning itself as a central hub for international energy and resource discussions through major upcoming summits in Riyadh. In October 2026, Riyadh hosted a series of major international and regional energy events, including the 25th WPC Energy Congress, the 17th Ministerial Meeting of the International Energy Forum (IEF17), the 17th Clean Energy Ministerial (CEM17), and the 11th Innovation Mission meeting.

The 25th WPC Energy Congress concluded with record attendance, drawing over 33,000 visitors from 135 countries. Under the theme ‘Paths Toward an Energy Future for All,’ participants discussed global oil and gas markets, energy security, and the transition toward sustainable energy. During the congress, Saudi Energy Minister Prince Abdulaziz bin Salman defended the pace of the Kingdom’s Vision 2030 economic transformation, asserting that the scale of reform to diversify the economy through tourism, industry, and renewables has ‘no historical equivalent.’

On the sidelines of these meetings, several bilateral agreements were established. Prince Abdulaziz bin Salman visited the Egyptian petroleum sector pavilion to highlight investment opportunities in oil, natural gas, and petrochemicals. Other regional efforts included expanding partnerships with Egypt, Kuwait, and Qatar, as well as progressing discussions regarding the Arab Common Electricity Market through a pilot project involving Jordan, Saudi Arabia, and Egypt.

Furthering these diplomatic efforts, a delegation from Libya’s Government of National Unity (GNU) held bilateral meetings in Riyadh to discuss energy cooperation and international investment. The delegation engaged with OPEC+ officials regarding global oil market stability and supply security. Discussions included the potential creation of a Libyan-Saudi Business Council and enhanced collaboration between the Libyan Investment Authority and Saudi counterparts. The delegation also met with representatives from Turkey to advance oil and gas cooperation, and with Tunisia to discuss electricity interconnection projects and solar energy collaboration.
