Tamaulipas vehicle and public space regulation
Overview
The state of Tamaulipas is addressing issues regarding the use of public spaces and vehicle regulation.
Legislative action was taken to reform Article 56 of the state Traffic Law to prevent the unauthorized reservation of public parking spaces. This reform empowers transit authorities to remove objects like cones or bins used to obstruct street parking and mandates the protection of garage spaces and parking for persons with disabilities. Following this reform, authorities have launched active operations to reclaim public spaces. In Cd. Victoria, officials are inspecting and removing objects such as pots and bins, focusing initially on warnings to avoid immediate fines. In Tampico, the Traffic and Roadways Directorate and the State Guard have implemented a permanent operation in the Historic Center to address complaints regarding the use of boxes, buckets, and chairs to reserve spots, specifically targeting unauthorized parking attendants known locally as ‘viene viene’.
Regarding vehicle management, the state is addressing the accumulation of vehicle scrap in public spaces, an issue that has spread to all 43 municipalities. Due to its proximity to the United States, the region is highly susceptible to an influx of unusable vehicles, leading to criticism of local authorities for failing to enforce regulations against this urban clutter.
Simultaneously, the Secretary of Finance, Carlos Irán Ramírez González, has enabled ownership transfers for vehicles nationalized under a previous decree. This allows owners of legalized vehicles with Tamaulipas plates to legally sell their units through state fiscal offices, provided they present official identification and settle any outstanding debts. Officials estimate approximately 250,000 vehicles may be eligible. To further strengthen these efforts, the Secretary of Finance recently participated in a national forum in San Luis Potosí to coordinate vehicle control, tax collection, and registry standardization with other Mexican states.
