Turkey 500k Social Housing Lottery and Auctions
Overview
The Ministry of Environment, Urbanisation and Climate Change continued expanding Turkey’s 500,000‑unit social‑housing programme in August 2026. Following the Malatya draw on 24 July that allocated 8,448 households, Minister Murat Kurum announced that keys for these units will begin being handed over to beneficiaries in August.
In addition to the Malatya delivery, TOKİ announced plans to auction 737 parcels across 49 provinces between 12–14 August, with a combined value of roughly 18.7 billion TL. Furthermore, TOKİ scheduled a nationwide auction of 540 real‑estate units—235 residential apartments and 305 commercial properties—across 51 provinces for 19–20 August. Valued at approximately 3 billion TL, the auction includes various payment terms, such as 25% down payments for residences with 120-month installments, and flexible options for workplaces. These auctions will be held in Ankara and Istanbul, as well as through an online bidding system.
President Recep Tayyip Erdoğan also unveiled a cheap‑rental housing scheme for Istanbul, creating 15,000 socially priced rental apartments. The project aims to provide 1+1, 2+1, and 3+1 options at rates approximately half of the market value, with a three-year residency period. Applications are expected to open in September 2026, with allocation decided by lottery.
Regarding the 500,000-unit project, TOKİ established a payment update schedule. The first installment increase for beneficiaries is set for January 2027, with subsequent updates occurring every January and July. These increases will be based on civil servant salary rates but will be capped by Consumer Price Index (CPI) rates to ensure a ceiling on periodic increases.
