Valencia DANA Flood Recovery and Mitigation

Overview

The Valencian Community’s multi‑sector response to the October 2024 DANA floods continues to evolve. In July 2026 the regional government extended the Victim Mobility Pact, preserving job‑re‑assignment protections for public‑sector employees who are victims of gender‑based violence. That same month the Generalitat confirmed that €7.11 million of the €17.28 million earmarked for flood‑victim assistance has already been paid, delivering €80,000 to the families of the 216 victims whose deaths were recorded. Infrastructure work is progressing in the municipality of Alfafar, where about 80 % of water‑service upgrades funded under the national DANA recovery plan have been completed. Of the €440,000 allocated for pipeline and pump replacement, roughly €355,000 has been spent, within a broader €7 million investment in water supply, sanitation and drainage, with an additional €2.5 million slated for new works over the next ten months. The Confederación Hidrográfica del Júcar has drafted ten flood‑mitigation projects worth €4 million, proposing controlled storage zones, flood‑able parks and rural excavations to reduce runoff speed before it reaches urban areas. Draft proposals are due by autumn, followed by a public participation phase. Meanwhile, the Valencia Agricultural Council has processed more than 200 applications from farmers whose parcels were damaged, providing technical aid, rural childcare and monitoring to restore full farm productivity by 2025‑2026. In late July 2026 the Confederación Hidrográfica del Xúquer (CHX) unveiled a €4 million flood‑mitigation programme focused on the Barranc del Poyo, the Magre river and the Pozalet‑Saleta system. The plan calls for widening riverbeds, clearing drainage obstructions, creating flood‑able parks and establishing large Zones d'Emmagatzematge Controlat (ZEC) to temporarily store excess water. Works will target the Poyo ravine from Torrent through Picanya, Paiporta, Catarroja and Massanassa to its mouth at the Albufera, with additional upstream measures.
