A parallel development is the articulation of an AI‑sovereignty strategy that prioritises specialised, data‑driven systems built on domestic high‑quality datasets. The government argues that large general‑purpose models are costly and vulnerable to foreign semiconductor supply constraints, especially under U.S. export restrictions. Modelling suggests such specialised AI could lift GDP by up to 2 percentage points by 2030, especially in IT, finance, scientific‑technical services and manufacturing, while officials caution about infrastructure, data, skills and regulatory gaps that could trigger unemployment or inequality.
