Vietnam expands cyber-security and information strategy

Overview

Vietnam has intensified its national security strategy within the digital realm, treating cyberspace as a strategic battlefield and data as a vital resource. Following the designation of 6 August 2026 as Cybersecurity Day, Prime Minister Le Minh Hung called for a “humane cyberspace for everyone,” emphasizing priorities such as tightening legal frameworks and strengthening coordination via the National Steering Committee for Cybersecurity.

To operationalize these goals, the government has issued Decree 327/2026/ND-CP, which regulates the prevention and handling of behaviors using information technology and telecommunications that infringe upon national security and social order. This decree mandates cybersecurity assessments, monitoring, and incident response, while establishing responsibilities for both domestic and foreign enterprises. Service providers and information system managers are now required to implement electronic identification and authentication, prevent the use of unauthorized digital accounts, and manage IP addresses to assist in preventing cyber violations. Under these rules, providers must comply with data retention laws and provide user information to the Ministry of Public Security within 24 hours of a request, or within three hours during national security emergencies. Commercial livestreaming now requires personal identification numbers.

Furthering this framework, Decree 329/2026/ND-CP establishes a cybersecurity force composed of specialized, standing, and reserve units. To attract talent, the decree introduces significant financial incentives, offering monthly salary supplements of up to 100%, 200%, or 300% for personnel engaged in high-complexity tasks like combating cyber warfare. This three-tier mechanism aims to build a professional force capable of responding to threats such as cyber espionage, terrorism, and cyber warfare. Additionally, new regulations detail the conditions for trading cybersecurity products, such as hardware and software for vulnerability scanning. Management responsibilities for these tasks are shared between the Ministry of Public Security and the Ministry of National Defence.
