Vietnam social development and protection initiatives
Overview
Vietnam has introduced several national and regional initiatives focused on social development and community support.
In late August 2026, the government launched a national child protection programme for the 2026–2030 period. Based on Decision No. 1415/QD-TTg, the initiative aims to strengthen social protections and reduce instances of child labour that violate current legislation. The Ministry of Health seeks to reduce annual rates of child violence and sexual abuse by at least 5% and lower the child labour rate for ages 5 to 17 to below 1.1% by 2030. Vice Minister of Health Le Duc Luan noted that child labour is particularly difficult to monitor in the agriculture, forestry, and fishery sectors, as well as in remote areas and small household businesses. To improve management, the program intends to register 100% of children requiring protection in a shared national database system.
In September 2026, new programs were introduced to support youth and women. The Vietnam Youth Federation began the ‘Youth Living Beautifully’ awards to honor individuals demonstrating social responsibility and humanitarian values across sectors such as science, technology, and the arts. Concurrently, in Dong Nai, the Women’s Union held a Women’s Entrepreneurship Day, featuring a competition centered on digital and green transitions to help women develop sustainable business models in sectors such as biotechnology and circular agriculture.
