Andalusia storm damage & flood mitigation

Overview

Since July 2024, the Andalusian government has expanded its response to winter storms that damaged roads, irrigation, and historic sites. In late July 2026, the Junta de Andalucía announced a €619 million package to repair hydraulic infrastructure, including €543 million for 559 municipal reconstruction projects and €76.6 million for the Confederación Hidrográfica del Guadalquivir. Additionally, over €22 million was earmarked for vegetation control on autonomous roads to improve safety and reduce fire risk.

Transport and urban upgrades are also underway, including the southern extension of the Granada metro and various municipal projects in Sevilla, Marbella, and Toledo. Local efforts include Almuñécar’s €214,000 investment for rural roads. In early August 2026, the Spanish central government allocated over €27.5 million to Isla Cristina and San Juan del Puerto for storm-damaged infrastructure and flood prevention.

By late August 2026, the Spanish government had mobilized over €2.9 billion for Andalusia to address storm damage and climate emergencies. Government Delegate Pedro Fernández noted these funds arrived in less than six months to support affected sectors. This includes €1.154 billion in advances and subsidies for 415 municipalities to repair infrastructure and build new facilities, alongside strategic investments in high-speed rail, desalination, and logistics.

To bolster local response, the Junta de Andalucía launched a €1 million subsidy program for municipal Civil Protection volunteer groups. Furthermore, the Emergency Agency of Andalusia (EMA) received the Medalla de la Villa de Grazalema, recognizing the work performed during the floods that impacted the Grazalema area in February.
