ASEAN engagement with Myanmar junta

Overview

Late June, Malaysia’s foreign minister said Kuala Lumpur does not recognise the Myanmar military junta but will keep ASEAN‑wide informal engagement, including talks with over 30 Myanmar stakeholders and a July round on the Five‑Point Consensus. A few weeks later ASEAN foreign ministers met Myanmar’s foreign minister Tin Maung Swe in Bangkok, chaired by the Philippines, to discuss lifting the ban on senior junta officials, reviving the stalled peace plan and expanding humanitarian aid amid a civil war that has killed over 100,000 people and displaced millions. On 11 July, Swe told the ministers that detained former leader Aung San Suu Kyi, 81, is in good health, describing her as “a relative, a sister.” Philippine Foreign Minister Maria Theresa Lazaro, the bloc’s special envoy, pressed for direct access to Suu Kyi, while Thailand’s foreign minister called for verification and concrete steps on the five‑point consensus. The July 12‑13 sessions continued the dialogue, urging progress on the consensus, a 100‑day peace plan and measures for reconciliation, economic recovery and regional security. All ASEAN foreign ministers attended except Cambodia and Malaysia, which sent senior officials.

In July 2026, ASEAN foreign ministers and the special envoy again met Tin Maung Swe in Bangkok, the first face‑to‑face contact with the Myanmar government since the 2021 coup. Chaired by Lazaro, the talks renewed focus on reviving the Five‑Point Consensus and the junta’s 100‑day peace plan, and addressed cross‑border crime cooperation. Separate meetings brought ASEAN’s envoy together with ethnic rebel groups and the military‑backed National Solidarity and Peacemaking Negotiation Committee, all expressing openness to dialogue. The opposition National Unity Government criticised its exclusion and raised agenda concerns. Swe’s remarks on Suu Kyi’s health were repeated, and the conflict’s toll—about 100,000 deaths and six million displaced—was reiterated as a regional security concern.
