Turkey‑Azerbaijan‑Iran diplomatic outreach deepens
Overview
In early June 2026 Turkey, Azerbaijan and Georgia signed the Istanbul Declaration covering trade, transport, energy, culture and technology, followed by the Shusha Declaration establishing a Turkey‑Azerbaijan mutual‑defence framework and a South‑Caucasus security architecture. Turkish Parliament Speaker Numan Kurtulmuş led parliamentary outreach trips, meeting Iran’s parliamentary head Mohammad Bakır Ghalibaf in Baku and President Ilham Aliyev, Prime Minister Ali Esedov and parliamentary chair Sahib Qafarova, promoting a “one nation, two states” partnership. He also engaged leaders from Oman, North‑Cyprus and Bulgaria, discussed Gulf mediation and the Gaza situation at the ISIPAB summit, where Azerbaijan assumed the OIC parliamentary chairmanship. Turkish‑Iran friendship groups expanded cooperation in agriculture, medicine, AI and digital trade, while Kurtulmuş announced a temporary Imralı law for former PKK militants and a “Terörsüz Türkiye” bill targeting banned‑organisation members. At the NATO Parliamentary Assembly he called for stronger diplomatic efforts to curb Israeli provocations. The fourth Shusha Global Media Forum (13‑14 July 2026) gathered about 160 journalists from 53 countries. President Ilham Aliyev used the platform to stress the strategic partnership with Turkey, announced the Caspian Sea port expansion to 25 million tonnes and ten new vessels, and hinted at defence‑industry cooperation with Japan. The forum, themed “The Mission of Media in Promoting Peace: Restoring Truth and Rebuilding Trust,” launched the D‑8 Media Excellence Center strategy presented by Assistant to the President Hikmet Hajiyev, and featured a panel on information security led by Farid Zeynalov, emphasizing digital platforms as a national‑security issue and new safeguards for children online. Delegates such as Euronews director Klaus Strunts and Kazakhstan’s First Vice‑Minister Kanat Iskakov highlighted Azerbaijan’s ambition to become a regional hub for connectivity, media dialogue and peace‑building while combating misinformation.
