Bac Ninh transitions to centrally-governed city

Overview

Bac Ninh has officially transitioned into Vietnam’s ninth centrally-governed city following the implementation of National Assembly Resolution No. 39/2026/QH16 on September 20, 2026. The new city encompasses the entire natural area and population of the former province, covering approximately 4,713 km² with nearly 4 million residents.

Leading up to the transition, the province focused on high-tech industrial expansion. In August 2026, officials actively sought Chinese investment to establish semiconductor and AI hubs. By early September, the region was transitioning toward integrated urban industrial spaces that combine manufacturing with residential and service sectors. In the Neh ward, four industrial zones host 297 FDI projects, including major corporations like Foxconn, Luxshare, and Hana Micron, contributing significantly to the province's industrial production and import-export turnover.

To mark the establishment, a special artistic program, ‘Mach nguồn Kinh Bắc - Vươn cao thời đại’, was held on September 19. The city also hosted the Northern Region Industry and Trade Fair in mid-September, prompting authorities to upgrade tourism facilities and enforce price transparency to protect the province's reputation.

Following the transition and the implementation of the new Urban Development Law on October 1, 2026, the Bac Ninh City People's Committee has shifted focus toward sustainable development. Recent directives aim to integrate local cultural values into tourism products, utilizing folk games, traditional music, and digital platforms to transform cultural heritage into economic opportunities.
