Benin‑Niger border reopening, Sahel security ties

Overview

Late May 2026 saw Niger’s prime minister travel to Cotonou for Benin President Romuald Wadagni’s inauguration, where the Malanville crossing and a Spain‑Niger partnership were discussed as steps toward reopening the closed frontier. In early June the newly‑inaugurated Benin president launched an intensive West‑African diplomatic tour, visiting Togo, Niger, Ivory Coast, Senegal, Mali and Guinea‑Bissau. He announced a joint committee on the Benin‑Niger border, highlighted security patrols, and pledged economic integration within ECOWAS. Concurrently, Wadagni reshaped his cabinet, appointing new ministers for defence, SMEs and culture. On 16 June Benin and Niger issued a joint communiqué confirming the expert‑committee’s positive report on border‑reopening conditions. A Niger interior‑minister delegation arrived in Cotonou on 19 June, presenting three security pre‑conditions—including a defence pact, transparency on foreign forces and a joint intelligence cell—while stressing the importance of the Agadem‑Sèmè‑Kpodji oil pipeline. By 22 June Wadagni’s tour had covered eight neighbours, securing pledges from Niger, Burkina Faso, Nigeria and Côte d’Ivoire to revive the Cotonou trade corridor. Niger also deepened ties with Algeria on mining and trans‑Saharan infrastructure, reiterating the same border conditions. July saw Nigeria expand a joint security sector with Benin and Niger to counter Sahel jihadist groups ahead of its 2027 election, while also formalising broader inter‑agency partnerships (army‑police, customs, civil aviation). Benin launched a large health‑education‑agriculture social package and debated future military partnerships. UN special representatives repeatedly warned in July that terrorist groups in Nigeria and the Sahel are increasingly using drones, sophisticated communications and cryptocurrencies, extending threats to the Gulf of Guinea. Nigeria’s defence minister called for media cooperation and, in early August, urged ECOWAS and the Alliance of Sahel States to form a unified security alliance, reinforcing border and maritime coordination with Benin.
