Cabo Delgado insurgency and rising security threats

Overview

The insurgency in Mozambique’s Cabo Delgado province, linked to the Islamic State, continues to drive humanitarian crises and regional instability. The conflict has resulted in the recruitment of over 400 minors in 2024 and the destruction of 30 health facilities. Total internally displaced persons in the region have reached 506,214, representing a 9 percent increase from the previous year.

In September 2026, violence expanded into Niassa province. An insurgent attack targeting the Marangira Coutada hunting concession within the Niassa Special Reserve resulted in at least one death and injured a member of the Defence and Security Forces. The assault caused the destruction of a health facility, a police post, and a mobile telecommunications tower, while attackers seized and burned several vehicles. At least eleven people, including minors, were abducted, and the violence displaced between 2,000 and 2,700 residents. In response, the U.S. Department of State maintained a ‘Do Not Travel’ designation for the Niassa Special Reserve and the Cabo Delgado border regions. Niassa provincial Secretary Silva Livone has increased patrols to protect the area.

Humanitarian efforts are also intensifying in Nampula province to address the fallout from terrorism-related displacement. Through the NutriNort program, UNICEF and the Mozambican government are working to combat chronic malnutrition in the Meconta and Eráti districts. Additionally, Plan International is providing educational and psychosocial support to approximately 10,000 children in the Eráti and Memba districts via ‘Child Friendly Spaces’ and mobile learning brigades to mitigate the impact of security risks on schooling.
