Overview

By early September 2026, the Cyprus government continued advancing its legislative goals for pension reform. Minister of Labour and Social Insurance Marinos Moussioutas announced that the bill for the first pillar—the Social Insurance Fund—would be submitted to the House of Representatives this month.

A central element of the proposal is reducing the 12% proportional penalty for early retirement to 7.5% on the basic pension portion. To facilitate this, the requirement for early retirement eligibility is expected to increase from 33 to 38 years of service. This measure is projected to result in an average pension increase of approximately 6% for about 40,000 pensioners. While the reform aims to support low-income retirees, Government spokesperson Konstantinos Leftermiotes noted that an intensive social dialogue is underway. The Minister cautioned that if fund sustainability is threatened, future increases in social contributions might be necessary to prevent pension reductions.

Following a meeting of the Labour Advisory Board, discussions have intensified regarding the reform’s long-term viability. Finance Minister Makis Keravnos emphasized the necessity of ‘insurance safeguards’ to protect the system during future crises and maintain fiscal balance. Minister Moussioutas reiterated that a primary objective is to improve living standards for retirees earning below €19,500.

However, the proposal has drawn differing views from social partners. The Cyprus Employers Association (OEB) suggested that if the sustainability of the Social Insurance Fund is threatened, the government should consider increasing the retirement age instead of relying solely on raising social insurance contributions. The government bill includes a provision to review the fund’s sustainability five years after the reform is implemented.
