EV charging infrastructure and consumer cost issues

Developments in the electric vehicle (EV) sector highlight technical and consumer-facing challenges regarding charging infrastructure. An ADAC study found that charging efficiency varies significantly by power source, noting that standard household sockets result in the highest energy losses—up to 24.2 percent in some models—whereas wallboxes and solar power maintain losses below 13 percent. Concurrently, retailers such as Lidl are expanding infrastructure by offering fast-charging stations at hundreds of locations.

In France and Italy, users face persistent issues with cost transparency. While providers like Tesla, Electra, and Engie offer real-time pricing, many stations do not disclose the final monetary amount until after the session is complete. This lack of immediate feedback is noted as particularly problematic during high-speed charging sessions where costs accumulate rapidly, or during slow AC charging where many stations lack screens entirely. In Italy, providers such as Hera and Enel X often communicate and debit prices after the fact, leaving consumers to rely on bank statements to confirm total expenditure.

Furthermore, a report from the Adiconsum Observatory regarding July 2026 data highlights significant price discrepancies. The cost of charging can vary by nearly 70 percent even at the exact same charging station. This variation stems from the distinction between Charge Point Operators (CPOs) who own the hardware and E-Mobility Service Providers (EMSPs) who provide the service via apps. For instance, at an urban Enel X Way station, charging via the EVDCharge app may cost between 0.39 and 0.60 euros per kWh, whereas using Repower costs 0.66 euros per kWh.
