EUFOR concludes Rapid Response 2026 exercise in Bosnia

Overview

The annual ‘Quick Response 2026’ multinational military exercise in Bosnia and Herzegovina concluded on September 3. Running from August 22 to September 3, the drills involved troops from 24 countries to test the mission's ability to rapidly deploy and integrate reserve forces under a United Nations Security Council mandate.

Final demonstrations near Mostar Airport showcased coordinated air-land operations involving special forces, medical teams, motorized infantry, unmanned aerial vehicles (UAVs), and explosive ordnance disposal (EOD) teams. Following the conclusion, EUFOR reserve troops, including Albanian and some Italian forces, have begun withdrawing from the country.

During the fourth Sarajevo Security Conference, international leaders addressed the fragile security environment. EUFOR Commander Major General Maurizio Fronda characterized the mission’s strategy as ‘disciplined prevention,’ focusing on identifying trends to act before instability escalates, noting that the security of Bosnia and Herzegovina is directly linked to the broader security of Europe.

NATO’s James Fowler warned that peace must not be undermined by political divisions or ‘malign external influences.’ UK Special Envoy Karen Pierce described the environment as stable but fragile, citing risks from disinformation, hybrid threats, and cyber issues, particularly from Russia. Pierce also affirmed Western support for the Office of the High Representative (OHR), noting that for the OHR to eventually depart, local leaders must fulfill the 5+2 program and resolve state property issues.

Luigi Soreca, Head of the EU Delegation, emphasized the EU's commitment to the country’s European path and the need for regional resilience. Bosnia and Herzegovina's Minister of Defense, Zukan Helez, maintained that peace is a collective obligation requiring strategic partnerships with NATO and the EU.
