Humanitarian crisis and aid coordination in Chad

Chad is implementing strategic budgetary and administrative reforms to address escalating humanitarian challenges. The Ministry of Social Action, Solidarity and Humanitarian Affairs (MASSAH) has initiated a medium-term expenditure framework for 2027-2029 to align public resources with the ‘Tchad Connexion 2030’ national development plan, focusing on vulnerable populations and child protection.

These efforts coincide with urgent crises in the Lake Province, where violence from non-state armed groups has displaced over 75,000 people and a cholera outbreak has caused multiple deaths. To manage these issues, the United Nations has mobilized $7 million in emergency funding for the region.

To further stabilize the humanitarian response, the Chadian government signed a memorandum of understanding with the United Nations to strengthen the role of national institutions in coordinating aid, particularly in health and education. This reform seeks to integrate humanitarian assistance with long-term development and peacebuilding. Additionally, the government is working with the International Organization for Migration (IOM) to manage the influx of refugees from the Sudan conflict and to support the reintegration of returning Chadian migrants.
