While previous projections from Marsh Portugal suggested a more moderate average salary increase of 3.3% and a minimum wage of 970 euros, labor unions are now pushing for significantly higher figures. The UGT has proposed a minimum wage of 1,000 euros to combat inflation and rising fuel and housing costs. More aggressively, the CGTP has called for a ‘wage shock,’ advocating for a 15% general increase for all workers and a minimum wage of 1,100 euros by January 2027.

Business leaders have expressed opposition to these escalations. Gustavo Paulo Duarte, president of the Confederação do Comércio Português, criticized mandatory minimum wage decrees, arguing they compress company margins and may negatively impact the ability to distribute raises to other employees, potentially affecting average salaries.
