On 1 July 2026 the Ministry of External Affairs implemented its first passport‑fee revision in 14 years, setting fresh‑passport rates at ₹2,500 for 36‑page books (Tatkaal ₹5,000) and ₹3,500 for 60‑page books (Tatkaal ₹6,000). Replacement, minor‑passport and police‑clearance fees were also raised, with identical charges applied to overseas applications.

A diplomatic note on 4 July warned that the ministry’s statement that an Indian passport no longer serves as proof of citizenship could create legal uncertainty, noting that the Passports Act already links issuance to citizenship. The ministry later clarified on Passport Seva Divas (12 July) that a passport is a travel document, not a definitive citizenship certificate. This clarification sparked a nationwide debate about which documents can establish Indian citizenship.

Officials highlighted that fewer than 8 % of India’s 1.4 billion residents hold passports and cited recent passport‑surrender figures—over 200,000 voluntary renunciations and 900,000 surrenders in five years, with a record 225,620 surrenders in 2022. The discussion revived proposals for a nationwide citizenship register linked to the National Register of Citizens, recalling earlier NRC efforts in Assam.

Amid the Election Commission’s Special Intensive Revision of electoral rolls, opposition parties complained that the lack of a clear citizenship document could allow arbitrary denial of rights. The ministry reiterated that while passports are issued only to citizens, they merely confirm nationality for travel and are not intended as proof of citizenship for the SIR exercise.
