Indonesia ATR/BPN land measurement and digital mapping

Overview

The Indonesian Ministry of Agraria and Spatial Planning/National Land Agency (ATR/BPN) has implemented a scheduled land measurement service across 462 regency and city land offices to improve transparency and efficiency. Under this system, applicants can select measurement dates that suit their availability. The standard process includes a seven-day waiting period for measurement activities, followed by five days to complete Land Parcel Maps (PBT), totaling a 12-day service period.

Virgo Eresta Jaya, Director General of Land Survey and Spatial Mapping, stated that the transformation aims to streamline internal workflows by reducing administrative steps. By making surveyors responsible for mapping, the ministry has effectively shortened the operational chain. In regions like Purwakarta, residents have reported faster processing, with some requests fulfilled within two days. In Jayawijaya, the Land Examination Committee A conducts field inspections with local officials and village heads to validate boundaries and prevent disputes.

To further enhance transparency, the ministry launched Bhumi ATR/BPN, a digital mapping platform providing public access to geospatial land information, including land value zones (ZNT) and 3D data for strata title units. Officials emphasize that Bhumi is an informational tool and does not replace official land certificates.

As part of its digital transformation, the ministry has issued 9,774,933 electronic land certificates as of October 2026. This includes newly issued digital certificates and converted analog certificates. Uunk Din Parunggi, Head of the Bureau of Public Relations and Protocol, noted that “both analog and electronic certificates hold equal legal weight.” Additionally, Detailed Spatial Plans (RDTR) integrated with the Online Single Submission (OSS) system rose to 576 as of mid-October 2026.
