Indonesia Expands Red‑White Village and Fishing Coops
Overview
President Prabowo Subianto reaffirmed the Red‑and‑White Village Cooperative (KDKMP) programme on 12 July 2026, targeting 81,000 cooperatives. By mid‑July, the network operated about 15,845 facilities and 19,539 under construction, handling up to Rp 223–233 trillion annually. A cabinet meeting on 15 July named KDKMP the central hub for government social‑assistance and subsidised goods. Finance Minister Purbaya Yudhi Sadewa secured a Rp 3 billion loan from the Himbara bank consortium, guaranteed by village funds. By late July, a draft Presidential Regulation proposed a two‑year transition period managed by the state‑owned enterprise PT Agrinas Pangan Nusantara. This move sparked debate regarding whether the governance framework was being introduced too late after large‑scale investments had already been made, potentially undermining the traditional bottom‑up cooperative model. Simultaneously, Social Minister Saifullah Yusuf announced a pilot program to channel social assistance (bansos) through 900 cooperative sites, testing whether payments could be made via Himbara bank agents or directly through the cooperatives. Expansion has also extended to coastal regions through the Red and White Fishing Village (KNMP) initiative. In Southeast Sulawesi, the Ministry of Marine Affairs and Fisheries (KKP) provided economic training to 120 fishing families in Sorue Jaya, including ecoprint production, screen printing for local tourism, and boat engine maintenance. In East Java, the KKP is constructing three fishing villages in Pamekasan—Padelegan, Branta, and Lesong Dhaja—to improve settlement infrastructure and bolster local livelihoods. On 20 August 2026, Minister of Cooperatives Ferry Juliantono announced a commitment to strengthen approximately 130,000 existing cooperatives. Speaking at the Koperasi Awards 2026, Juliantono stated the focus is on ensuring the “sustainability, professionalism, and independence” of established entities to improve institutional quality and public trust. He noted that cooperatives should serve as primary instruments for consolidating regional economic potential, aligning with the ‘Koperasi Desa Kelurahan (Kopdes) Merah Putih’ priority programs.
