It is designed to accommodate six expressway lanes on the upper deck and a dual-track railway on the lower deck, with passenger speeds of 160 km/h and freight speeds of 120 km/h. The project aims to connect the My Thuan - Can Tho Expressway with the Can Tho - Hau Giang Expressway, filling a missing segment of the North-South Expressway.

Simultaneously, the city is reviewing a draft general planning through 2050 with a vision toward 2075. This includes proposing two development poles, with the second being the Tran De marine economic zone. Authorities are refining plans for a new administrative center, with the Tay Do Cultural Center area being a priority. Regarding aviation, discussions include growing the Can Tho International Airport urban planning to 6,000 hectares. However, major infrastructure projects like the Chau Doc - Can Tho - Soc Trang Expressway face shortages of sand and stone.
