Motion to bring Adam Glapiński before State Tribunal

Overview

The Sejm Constitutional Responsibility Committee has supported a motion to bring Adam Glapiński, President of the National Bank of Poland (NBP), before the State Tribunal. Following an investigation that began in May 2024 and included testimony from over 50 witnesses, the commission adopted a final report recommending prosecution. This marks the first time in the history of the Third Polish Republic that a parliamentary commission has recommended such action against a sitting central bank governor.

The report outlines eight specific charges, most notably the indirect financing of the national budget deficit by at least 144 billion PLN through bond purchases between 2020 and 2021 without proper authorization. Other allegations include conducting currency interventions without management board approval, making interest rate decisions during election periods, and violating political neutrality.

While the ruling coalition supports the motion, the Law and Justice (PiS) party has criticized the proceedings as an attempt to “paralyze the NBP and destabilize Poland’s financial situation.” The NBP has challenged the legitimacy of the investigation, labeling the report a “unilateral, selective and biased interpretation of the gathered materials” and arguing that the commission lacks independence. The bank further contends that the proceedings violate central bank independence under Polish and EU law.

Sejm Speaker Włodzimierz Czarzasty has tentatively scheduled a vote on the motion for the second half of November. If passed, Glapiński would be automatically suspended, though the NBP maintains that current laws do not provide for such a suspension during proceedings.
