Italian waste policy battles and Sardinia crisis

Overview

From May to early July 2026 Italian municipalities resisted projects they considered threats to heritage, health or the environment, including property‑management deals in Cerignola and Arezzo, a coastal highway in Calabria and a waste‑to‑energy expansion in Forlì‑Cesena. Councils in Ceriale, Cerro Maggiore, Civita Castellana and Caulonia opposed rail relocations, data‑centers, landfills and illegal dumping, while mayors around Roccasecca coordinated a regional “zero‑waste” system.

On 1 July the National Committee of Environmental Managers re‑classified coffee‑capsule waste as packaging, eliminating a special‑handling code. The EU Regulation 2025/40 on packaging waste took effect on 12 August, imposing a €45‑per‑tonne contribution for compostable capsules and extending producer‑responsibility rules.

The Marche region voted on a new waste‑management plan on 28 July. The plan authorises a 370,000‑ton‑per‑year incinerator to be built by 2035, with an estimated €370‑500 million investment, and reduces the minimum incinerator‑residence setback from 1,500 m to 1,000 m. Municipal councils in Corinaldo, Macerata and other towns voted unanimously against the incinerator component. Regional assessor Tiziano Consoli outlined a working‑group, site‑selection phase and strategic environmental assessment, forecasting a five‑to‑seven‑year path to construction. Demonstrators gathered outside Palazzo Leopardi under the slogan “Non serve un forno, serve un Piano”.

Legambiente named Barletta a “Comuni Ricicloni” for achieving roughly 71 % recycling, and several other municipalities topped national waste‑collection rankings. In late July the Sardinian waste‑management system collapsed, leading to the suspension of plastic‑packaging collection at the So.Ma. Ricicla plant.
