Vulnerable users, including cyclists and e-scooter riders, continue to face higher casualty rates. Officials, such as Ravenna’s Vice-Mayor Eugenio Fusignani, have noted that while these figures are significant for local budgets, the primary objective of enforcement remains road safety rather than revenue generation.
