Italy public‑sector salary adjustments 2026

Entities: Licia Morsa · Angelo Raffaele Margiotta · Daniela Fumarola · Michele Agnani · D'Acierno

Overview

In mid‑June 2026 Italian municipalities and unions sealed an historic integrative contract for 2026‑2027, creating a €380,000 productivity fund and adding salary steps for Piacenza staff. The deal dovetailed with a national schedule that applied salary increases to all public‑administration workers in July 2026, with tax‑credit rebates automatically appearing on payslips. By late June the focus shifted to other public branches. The police union COISP secured an extension of the senior‑officer “cyber” allowance, back‑dated to January 2022. At the same time, PNRR‑funded temporary contracts for justice‑sector employees expired on 30 June, leaving around 9,000 judicial and 3,000 administrative staff in limbo as unions demanded permanent positions or further extensions. A guide released on 9 July detailed how the combined effect of the 2025‑2027 contract renewal, IRPEF rate cuts in the 2026 Budget Law, and the detaxation of accessory salary components would raise net monthly earnings across the public sector. Entry‑level administrators will earn just above €1,300, mid‑level officials €1,900‑€2,100, health‑sector workers €2,200‑€2,400 and senior managers over €4,000. One‑off payments of €800‑€1,200 linked to recent contract updates, especially in education and research, were also highlighted. On 10 July the public‑sector union Confintesa, together with other justice‑sector unions, reiterated support for the April‑29 integrative contract with Justice Minister Carlo Nordio, stressing that staffing rules are set by the contract, not by recent CSMM guidelines, and noting court‑registry vacancies averaging 30 % and exceeding 50 % in some locations. On 28 July the payroll system was overhauled: more than two million public‑sector employees will receive their August 2026 payslips in three stages (preview, full slip, bank credit).
