The Lebanese Ministry of Education and Higher Education is currently balancing the right to education with the need to provide shelter. While the academic year began on September 15 in most regions, several public schools are serving as emergency shelters, preventing in-person learning in certain areas. In the Tyre region, where school-turned-shelters are common, the Ministry is working with the Union of Tyre Municipalities and NGOs to establish alternative, dignified housing. By late September, Minister of Education and Higher Education Rima Karami addressed the crisis in the Bint Jbeil District following meetings with local municipal leaders. To support the sector, the Ministry announced it will maintain salaries for administrative staff in closed schools and work with the Civil Service Council to formalize the legal status of contract teachers.
