Spain PP opposes AP‑9 transfer as Galicia moves forward

Simultaneously, President Rueda announced ongoing talks to shift competence for issuing foreign residence work permits to the Xunta, expecting a pact within weeks.

Subsequent reports confirm that the law does not automatically effect the hand‑over; it opens a bilateral negotiation to define financing, operational responsibilities and concrete transfer terms. Rueda described the negotiations as an “obligation,” warning that without guaranteed funding the region could face liabilities of up to billions of euros. He reiterated Galicia’s demand for financing guarantees comparable to those granted to Catalonia and the Basque Country, stressing that the transfer must not leave the autonomous community financially exposed.
