Overview

Mexican state judiciaries continue implementing reforms to increase legal accessibility and efficiency. In the State of Mexico, the ‘Caravanas Itinerantes’ (or ‘Caravanas de Justicia’) program has been deployed to communities such as Santa María Rayón and Atenco. This initiative connects legal professionals with citizens unable to afford private defense, fostering voluntary service in areas like human rights and legal sponsorship through cooperation between the judiciary, academia, and lawyers.

Efforts to expand alternative dispute resolution (MASC) also continue. The State of Mexico recently certified a third generation of over 100 private facilitators through its Public Center for MASC. During a ceremony in Toluca, Héctor Macedo García emphasized that justice must not rely solely on traditional courts, urging facilitators to promote a ‘culture of peace’ by involving the community in resolving social conflicts.

Other regional developments include a divorce hearing held within the Uruapan correctional facility in Michoacán to ensure prompt legal rights for incarcerated individuals. Additionally, Querétaro has authorized private facilitators for MASC, while the State Bar of Lawyers in Aguascalientes is proposing a certifying body to prepare litigators for the April 2027 implementation of the National Code of Civil and Family Procedures.
