Overview
By late September 2026, the UAE began implementing a massive infrastructure and financial strategy to bypass the Strait of Hormuz, driven by regional maritime security risks and potential blockades. Under the direction of Abu Dhabi Crown Prince Sheikh Khaled bin Mohamed Al Nahyan, the ‘Ormuz Zero’ (or ‘Zero Hormuz’) initiative utilizes the $300 billion sovereign wealth fund L’imad Holding to redirect trade routes and protect energy exports, including petroleum, petrochemicals, and aluminum.
Key components of this strategy include a planned $9 billion deal to take Abu Dhabi Ports Co. private and significant investments in port facilities located outside the Persian Gulf. Through partnerships with BlackRock, Temasek Holdings, and Abu Dhabi National Oil Co. (Adnoc), the UAE aims to direct up to $30 billion toward logistics, energy transport, and water resources across the Gulf and Central Asia.
To increase autonomy, Adnoc is constructing a second pipeline to double export capacity via Fujairah, a city situated outside the Strait, while also upgrading the Habshan pipeline to the Gulf of Oman. The Crown Prince has also taken an active diplomatic role, recently meeting with Iranian President Masoud Pezeshkian. Other regional actors, such as Kuwait, are reportedly exploring similar mitigation solutions, including new pipelines and increased shipping fleet capacity, to reduce vulnerability to conflict in the Persian Gulf.
