Nepal LPG shortage and essential goods crisis amid landslide

Overview

Nepal continues to face a shortage of liquefied petroleum gas (LPG) as monthly demand remains between 55,000 and 60,000 metric tons, significantly exceeding the typical 48,000 tons. While the government ended a temporary rationing scheme in March, the transition to full-cylinder distribution in July has not met sufficient supply. Bottlers have previously attributed disruptions to consumer stockpiling and refinery closures in India.

Following a landslide on the Prithvi Highway at Krishnabhir, the Nepal Oil Corporation (NOC) implemented emergency measures to stabilize the supply in the Kathmandu Valley. To bypass the highway blockage, empty cylinders from Kathmandu, Dhading, and Kavrepalanchok have been rerouted to refilling plants across seven districts in the Terai. The NOC reported the successful distribution of over 233,000 LPG cylinders over a five-day period using these alternative routes.

As the Dashain, Tihar, and Chhath festive seasons approach, concerns are growing regarding potential hoarding and black marketing of LPG. This comes amid broader shortages and rising prices for other essential goods, such as sugar and cooking oil, driven by high international prices, Indian export restrictions, and road disruptions caused by floods and landslides.

Recent heavy rainfall and widespread landslides have further exacerbated logistical disruptions. In Karnali Province, major routes including the Mid-Hill, Karnali, and Rapti Highways have been blocked, cutting off movement in districts such as Rukum West, Kalikot, Jumla, Mugu, and Jajarkot. These blockages have directly impacted food availability in Kathmandu; vegetable arrivals at the Kalimati market dropped from 817 tons to 242 tons in one week, causing retail prices for items like tomatoes to surge.
