Overview

North Macedonia is managing various aspects of its energy sector, ranging from large-scale infrastructure oversight to consumer support. A State Audit Office report highlighted systemic weaknesses in the permitting process for photovoltaic power plants between 2022 and May 2025. Despite solar production increasing 15 times between 2022 and 2025, auditors identified a lack of institutional coordination and the absence of an Indicative Plan for renewable energy construction until May 2025. While a new Energy Law was passed in May 2025, concerns remain regarding the implementation of secondary legislation and monitoring.

To meet 2030 energy goals, the updated National Energy and Climate Plan (NECP) for 2025-2030 focuses on decarbonization, renewable development, and energy efficiency. In mid-October 2026, the Ministry of Energy, Mining and Mineral Resources intensified cooperation with international partners, including the French Development Agency, the World Bank, and GIZ, to accelerate the energy renovation of public buildings. During the TECHMECH 2026 symposium, Minister Sanja Božinovska emphasized that the green transition should focus on creating a more efficient economy and “high-quality jobs” through new engineering profiles.

Regarding consumer costs, Prime Minister Hristijan Micoski announced in October 2026 that electricity prices would remain stable through the end of the year. However, state-owned transmission operator MEPSO has since requested a nearly 100% increase in electricity transmission tariffs for 2027, seeking a regulated income of approximately 3 billion denars. This proposal has faced criticism from the Levica party, as approval by the Energy and Water Regulatory Commission could result in a third price increase for citizens within a single year.
